Now the director of NTAC's Seattle division, Meghan Doyle (Jenni Baird) graduated summa cum laude from Yale University with a joint degree in economics and sociology. She studied at Cambridge University as a Marshall Scholar before returning to the states and earning a PhD in political science, specializing in conflict negotiation.
She was recruited by a government think tank where she designed response protocols for natural disasters and terrorist attacks. Integral in the writing of a 2004 document outlining the government's response to the 4400's return, Doyle proved herself an expert in the field. She was nominated by Rebecca Parrish, Director of National Intelligence, to take over for Nina Jarvis at NTAC-Seattle.
Meghan begins to grow suspicious of Tom and eventually she and Diana figure out that that someone else is inside him. They decide to try to act like nothing has changed until they find a solution to get the real Tom back.
While Meghan is sleeping over, Tom begins to have memories that are not his, and he realizes that someone or something is inside him. One of his disturbing visions is of himself surgically impregnating Lily Tyler in the future.
Rebecca Parrish, the director of National Intelligence, comes to NTAC and tells Meghan, Tom, and Diana that she is upset with the way things are going in Seattle. She orders tom and Diana to find Richard and Isabelle Tyler.
Meghan awakes to find herself trapped at NTAC with many of her co-workers as well as Collier, Kyle, and Isabelle. Eventually, PJ confesses that they are all trapped because he took promicin and developed the ability to draw others into a game that takes place in a shared psychic space. In the game, the players have to work together to overcome an obstacle; in this case, the obstacle is NTAC itself. When the building kills off Meghan, Shawn, and PJ, Collier and Tom join forces, however briefly, and save everyone by short-circuiting the building.
Meghan's father, recently healed by Shawn, is coming along nicely. All of his tests for Huntington's Disease came back negative.
Meghan informs Tom that the people in DC are starting to wonder how Shawn got the high levels of promicin in his system. Meghan implies that Kyle is the likely offender and asks Tom to have a talk with Kyle.
After learning of April's ability to make people tell the truth, Meghan hires her at NTAC.
Meghan tells Tom and Diana to find Audrey Parker, an elderly woman who is blogging about how promicin changed her life.
Still distraught over her father's deteriorating health, Meghan asks her bosses in DC if Shawn can heal her father, but they won't allow it. A sympathetic Tom suggests that he talk to Shawn about doing it anyway.
Later, Meghan hears that Shawn is reopening the healing foundation. She pays Shawn a visit and issues him a warning: any unsanctioned use of a 4400 ability is a radical act. If he goes ahead with the plans, the government may send in the army.
Meghan agrees to reinstate Diana Skouris to her old position at NTAC. Meanwhile, Meghan helps Tom investigate a p-positive autistic boy who is causing people's phobias to manifest in dangerous ways. When Garrity is hospitalized after upsetting the boy, Meghan asks Diana to partner with Tom. Later, Meghan visits her father at the hospital after discovering that he is having a relapse. Doctors tell Meghan that her father probably doesn't have long to live.
Meghan moves in to her office at NTAC, replacing Nina Jarvis. Garrity is skeptical of her at first, but Meghan quickly wins over Tom by giving him information about Alana via Isabelle. Meanwhile, Meghan and the rest of NTAC try to stop a high school student who takes promicin and becomes a messiah to everyone around him.
