The second season will continue exploring the travails of the 4400 people who all at once returned in a ball of light to Earth; though the returnees had not aged physically, many of them reappeared with dramatic abilities ranging from enhanced reflexes to precognition. NTAC (National Threat Assessment Command) is the government agency responsible for keeping track of the returnees and investigating all things related to the 4400.

The premiere picks up a year and a half after the 4400 were deposited back on Earth. Tom, relieved of desk duty (a result of his night on the beach, is reunited with Diana, putting them back fulltime into their investigation of the 4400. Diana has officially adopted young Maia as her daughter and Kyle, released from a year of observation at NTAC, attempts to lead a normal life. Richard, Lily and their baby, Isabelle, now six months old, are living a meager existence in a mountain cabin hiding from Jordan Collier and NTAC. Collier has become the self-proclaimed figurehead of the 4400, and is on the verge of opening the first 4400 Center - a place not only for fellow returnees, but non-4400's looking to "unlock" the 4400 within themselves. Shawn has left his family behind to become Collier's protege, using his healing ability to bring in big money contributors to the center.

THE 4400 was created by Scott Peters and Rene Echevarria. Ira Steven Behr, Scott Peters, Maira Suro and Perry Simon are executive producers. THE 4400 is produced by Paramount Network Television in Association with Sky Television, Renegade 83 and American Zoetrope for USA Network.
